Dear Residents,

We would like to take a moment to address one of the most common concerns raised with the office: parking within the community.
During recent reviews of the current parking system, we are addressing concerns regarding limited parking for residents and problems for proper access for emergency and service vehicles.
​
To address these concerns, we will be implementing updates to the parking rules. These changes are intended to improve safety, and ensure parking availability for the community as a whole.
​
Please understand that these rules may continue to evolve as we evaluate what works best for the community. Your cooperation and feedback during this process is appreciated.
​
Implementation Timeline
Parking rules are effective immediately, except as noted below.

Parking permit enforcement will begin on March 1st, 2026. This means every vehicle must have a parking permit by March 1st, 2026, in order to park on the residential streets, Division Street or at the Office. We will be adding 2 or 3 Reserved parking spaces at the office for office staff only.

Designated lot number parking spaces will be enforced once parking spaces are painted and clearly marked on the roadways. We plan to start this process in the Spring as long as weather permits. We have partnered with a paving company who will paint parallel parking spaces down each side of all the streets. Each street may have a slightly different amount/number of parking spaces due to certain restrictions, such as fire hydrants. As of now, we plan to mark one space for each resident’s home with an assigned lot #. Based on how the lines need to be marked, we cannot guarantee a spot directly in front of each home, however, one designated parking space will be very close to the front of each home. In addition, each street may have a couple or a few unmarked parking spaces for other household members or guest/visitors. We will also have several unmarked parking spaces along Soffel Ave and Hirsch Terrace for overflow permitted parking. (With parking Permit)

IMPORTANT NOTE: Changes to the previous rule, any parking permit, A, B, C, or D, can park in your home’s designated parking space.
​
Management is also working on several projects planned for 2026 that, if successful, will further improve the parking situation. These efforts, along with the updated parking rules, will help create a more organized and accessible parking environment for everyone.
We encourage all residents to carefully review the detailed parking policies included with this notice. These expanded rules provide additional clarity and explain the reasoning behind the changes.

Important Notice:
Parking rules are subject to change at any time. Please check this page regularly for the most current updates. It is your responsibility to review and comply with the latest parking rules before parking.

Parking Permits
​
All residents must register each vehicle with the office to receive parking permits.
​
All residents must show registration for each vehicle to receive parking permits.
​
Parking permits are issued per household and are not transferable between residents or vehicles unless approved by management.
Each household will receive two (2) parking permits at no cost.
​
A third parking permit may be purchased for $150 per year. A fourth parking permit, also $150 per year, may be issued.
​
Note: For the residents that have already paid $250, a $100 dollar refund will be issued via credit-

Management reserves the right to approve or deny additional permits at its discretion.
​

All residents must display a valid parking permit on their vehicle.
​

Permits, Visitor Tags must be clearly visible on the windshield at all times.

A permit that is not properly displayed will be treated as invalid for enforcement purposes.
​

Each household will also receive one (1) Visitor Parking Tag, which authorizes one visitor vehicle to park for up to 24 consecutive hours. For additional information regarding guest and visitor parking, please refer to the Guest and Visitor Parking section of this policy. For extended visits or additional guest vehicles, residents must contact the office in advance for temporary approval or arrangements.

Parking permits and visitor tags are issued subject to ongoing compliance with all community parking rules and policies. Failure to comply may result in enforcement action, including but not limited to the suspension, limitation, or revocation of applicable parking privileges, as determined by management.
​
Parking Rules (Updated 12-28-2025)

Residents must park within their assigned Zone. (See attached Map).
​

Division Street and the south Office area will remain open to all residents, regardless of Zone, as long as your vehicle displays a valid permit.
​

Several unmarked parking spaces along Soffel Ave and Hirsch Terrace for overflow permitted parking. (With parking permit)

Even Numbered Homes must park facing South
​

Odd Numbered Homes must park facing North
​

You cannot park in front of a fire hydrant
​

Overnight Visitor vehicles must have a Visitor parking pass visible (See Visitor Parking Rules).

Vehicles must be parked properly within marked spaces once parking spaces have been painted and clearly marked. This is planned for early Spring 2026 as long as the weather permits.
​

Parking in front of empty lots is prohibited to insure access to maintenance crew.
​

Parking on lawns or unpaved areas is not permitted.
​

Parking in front of vacant homes is not permitted unless expressly authorized in writing by management.

Notable Changes to Rules:
-
Residents will be allowed to park one vehicle in their Home’s designated parking space. The parking spaces will be labeled with their lot number. Permits A, B, C, and D will be allowed to park in those spaces.

Breakdown

• Each home has one special parking spot just for it.
• That parking spot will have the home’s lot number on it.
• Each home is allowed to park one car in that spot. 🚗
• Cars with Permit A, B, C, or D with matching lot number are allowed to park in those spots.

Guest and Visitor Parking
​
This section explains the difference between Guests and Visitors, and when a Visitor Parking Tag is required.
​
Key Rule: Any non-resident vehicle parked overnight must display a Visitor Parking Tag.
Definitions
​
Overnight
For the purposes of this policy, overnight is defined as any vehicle parked between 10:00 p.m. and 6:00 a.m. or otherwise determined by management to have remained parked overnight.
​
Guest (Short-Term Visit)
A Guest is a non-resident visiting a household for a short duration and not staying overnight. Car giver, family member, service , etc…
Visitor (Overnight Stay)
​
A Visitor is a non-resident whose vehicle is parked in the community overnight, Friend, out of town visitor, etc…
​
Guest (Short-Term Visit)
A Guest is a non-resident visiting a household for a short duration and not staying overnight. Car giver, family member, service , etc…
​
Guest Parking Rules: --Do not need a pass unless staying overnight. Then they will need a visitor pass.
​

Guests may park temporarily while visiting a resident.
​

Guest vehicles must comply with all general parking rules, including:
-
No blocking roads or traffic, double parking
-
No parking on lawns or unpaved areas
-
No parking in designated spaces
-

Guest vehicles may not park in a designated lot number parking space, except for brief loading or unloading purposes only (e.g., deliveries or pickups). And requires the homeowner’s approval to use that parking space.
​

Maintenance and Office personnel may require any guest vehicle to move if it is determined to be in violation of parking rules. If refusal may lead to your car being towed.
​
Important Note:
If a guest arrives in the evening and remains parked overnight or past the overnight period as defined above, the vehicle will be classified as a Visitor vehicle and must display a valid Visitor Parking Tag. If your guest decides to stay overnight, please have them display the Visitor pass.
​
Visitor (Overnight Stay)
A Visitor is a non-resident whose vehicle is parked in the community overnight.
​
Visitor Parking Rules:

Any vehicle parked overnight must display a valid Visitor Parking Tag or approved temporary pass.

Visitor Parking Tags are non-transferable and may not be shared between households.

Visitor parking is intended for short-term overnight stays only and is not intended for vehicle storage.

Visitor vehicles may not be parked in designated lot number parking spaces, except for brief, active loading or unloading only, medical services, and needs the homeowner’s approval.

Maintenance and Office personnel may require any visitor vehicle to move if it is determined to be in violation of parking rules.

Visitor Parking Tag Use
-
Each household will receive one (1) Visitor Parking Tag.
-
The Visitor Parking Tag authorizes one visitor vehicle to park for up to 24 consecutive hours.
-
The Visitor Parking Tag must be clearly visible on the dashboard or windshield at all times hanging from rear view mirror.
-
Visitor Parking Tags are non-transferable between households.
-
Violations of visitor parking rules may result in suspension or revocation of visitor parking privileges, including loss of the Visitor Parking Tag.
​
Long Term Visitor- Residents can apply for a long-term visitor tag- they must reach out to the office to receive the tag- the tag must be returned to the office. A refundable $50 dollar deposit will be imposed.
​

Tag must be properly displayed at all times

Visitors who stay overnight on a recurring or frequent basis may be considered unauthorized residents.
-
Management reserves the right to approve, deny, limit, or revoke overnight visitor parking at its discretion.

Overnight Parking Rules
-
All overnight non-resident vehicles must display a valid Visitor Parking Tag or approved temporary pass.
-
Visitor vehicles must park only in permitted areas and comply with all zoning and parking rules unless otherwise approved.
-
Visitor vehicles may not occupy designated resident parking spaces unless specifically authorized by the homeowner.

Contractor and Service Vehicles
Contractors, service, and delivery vehicles may park within the community only while actively providing services to a resident.
Such vehicles must:

Comply with all parking, traffic, and safety rules
-
Not block roads, fire lanes, hydrants, or emergency access
-
Contractor and Service Vehicles may only park in designated resident parking spaces unless specifically authorized by the homeowner.
​
Contractor and service vehicles may not be stored or parked overnight without prior written approval from management.
​
Management and Maintenance reserve the right to require any contractor or service vehicle to relocate or leave the community if it is determined to be in violation of these rules.
​
Vehicle Repairs and Maintenance
Major vehicle repairs are not permitted anywhere within the community, including but not limited to:

Engine or transmission work

Suspension or drivetrain repairs
-
Vehicles supported by jacks, jack stands, or blocks
-
Fluid draining or part removal
-

Minor or emergency repairs intended to restore a vehicle to operable condition (such as battery replacement or tire changes) may be permitted only if completed promptly and without creating a nuisance or safety concern.
Vehicles undergoing repair that render the vehicle inoperable are subject to enforcement under the Inoperable Vehicle policy.
​
Inoperable or Non-Functional Vehicles
Inoperable, disabled, or non-functional vehicles are not permitted to remain within the community.
​
A vehicle may be considered inoperable if it:

Cannot be driven under its own power
-
Has expired, missing, or invalid license plates
-
Has flat or missing tires rendering it immobile
-
Is missing essential components required for safe operation
-
Is undergoing repair or disassembly that prevents normal operation
​
Vehicles determined to be inoperable may be subject to immediate enforcement action, including towing, at the vehicle owner’s expense, regardless of whether a parking permit or visitor tag is displayed.
​
Temporary Mechanical Breakdowns
Vehicles that become temporarily inoperable due to an unexpected mechanical breakdown must be reported to the office as soon as reasonably possible and repaired as soon as possible.
​
Temporary breakdowns may be allowed for a short, reasonable period at management’s discretion, provided the vehicle does not create a safety hazard, block access, or violate other parking rules.
​
Vehicles that are not reported, not actively being addressed, or remain inoperable beyond a reasonable timeframe may be subject to enforcement action, including towing, at the vehicle owner’s expense.
​
Management and Maintenance reserve full authority to determine vehicle operability.
​
Vehicle Use & Traffic Rules
​
Speed Limit
-
The speed limit on all community streets is 15 miles per hour unless otherwise posted.
-
Failure to observe posted speed limits or traffic control signs may result in enforcement action and/or involvement of local law enforcement. Management is not responsible for citations issued by police authorities.
​
Traffic Control Compliance
-
All drivers must obey posted traffic signs, including No Parking signs, Stop signs, speed limit signs, disabled parking signs, and temporary signage.
-
Vehicles parked or operated in violation of posted signs may be subject to enforcement action, including towing, at the vehicle owner’s expense.
-
All vehicles must display a current village of Melrose Park sticker as well.
-
Vehicle Village stickers can be purchased at Village Hall.
-

Towing and Enforcement
​
General Enforcement Authority
​
The Maintenance Crew is responsible for enforcing all parking rules within the community. Determinations of violations and enforcement actions, including warnings or towing, are made at their discretion and may be taken with or without prior notice, depending on the nature of the violation.
Parking rules are enforced 24 hours a day, 7 days a week, including weekends and holidays.
Vehicles may be required to be relocated during snow removal, emergency response, or maintenance activities. Vehicles not moved as directed may be towed at the owner’s expense.
​
Immediate Tow Conditions
The following violations may result in immediate towing without prior notice, at the vehicle owner’s expense:

Vehicles without a valid parking permit – except for guest under 24 hours
-
Vehicles parked outside their assigned Zone (excluding Division Street and the Office area)
-
Vehicles parked in fire lanes, blocking fire hydrants, or obstructing emergency access
-
Vehicles parked in roadways or blocking traffic, double parking.
-
Vehicles parked in designated lot numbered parking spaces without proper authorization
-
Vehicles parked on lawns or unpaved areas
-
Inoperable, disabled, or non-functional vehicles

Vehicle Owner Responsibility
The registered resident is responsible for all vehicles associated with their household, including guest and visitor vehicles. Violations committed by guest or visitor vehicles will be treated as violations of the associated household.
Possession of a valid parking permit does not exempt a vehicle from enforcement if it is otherwise in violation of community parking rules.
​
Abandoned or Unattended Vehicles
Vehicles that are left unmoved or unattended for an extended period of time, whether operable or inoperable, may be considered abandoned at management’s discretion.
​
Abandoned vehicles are not permitted within the community and may be subject to enforcement action, including towing, at the vehicle owner’s expense.
​
Management reserves the right to determine when a vehicle is considered abandoned based on duration, condition, usage, and compliance with community rules.
​
Interference with Enforcement
Interfering with, delaying, or obstructing parking enforcement or towing activities is prohibited and may result in additional enforcement action.
​
Repeated Violations
Repeated or ongoing violations may result in the suspension or revocation of parking privileges, including the loss of parking permits or visitor tags, as determined by management.
​
Towed Vehicle Retrieval
Vehicles that are towed will be released only by the towing provider. Management does not control tow company fees, hours of operation, or vehicle release procedures. All vehicles towed will be at owners expense.
​
Guerine and Company is not responsible for paying for or releasing towed vehicles.
​
Guerine and Company is not responsible for any damage to your car during towing.

Liability and Final Authority
Management and Maintenance are not responsible for any damage, costs, fees, delays, inconvenience, or alternate transportation expenses associated with towing or vehicle removal.
​
All parking enforcement determinations made by Management or Maintenance are final. No appeals, reimbursements, or refunds shall be permitted or considered.
​
Permit Renewal
All parking permits expire annually on December 31. Renewal instructions and applicable deadlines will be provided prior to the expiration date. Failure to renew a permit by the required date may result in enforcement action, including towing.
​
Parking permit fees are non-refundable and non-transferable, regardless of use, revocation, suspension, or early termination.
​
Replacement Permits
​
Lost, stolen, or damaged parking permits may be replaced for a non-refundable fee of $25 per permit. Replacement permits must be obtained through the office prior to parking.
​
Permits must be properly displayed and clearly visible at all times. A permit that is not visible will be treated as invalid for enforcement purposes. (Permits should be placed in driver’s side windshield corner)
​
Altered, copied, transferred, or otherwise misused permits are invalid and may result in immediate enforcement action, including revocation of parking privileges.
​
Vehicle Sales and Commercial Activity
​
The occasional sale of a personally owned vehicle by a resident is permitted, provided the vehicle is legally registered, operable, and otherwise compliant with all community parking rules.
​
Commercial vehicle sales, repeated vehicle sales, or the buying, selling, or storage of vehicles for resale are prohibited within the community without prior written approval from management.
​
Vehicles may not be stored within the community.
​
Management reserves the right to determine when vehicle sale activity constitutes commercial use or dealership activity, and to take enforcement action as necessary.
​
Special Parking Requests
​
Oversized vehicles, including but not limited to RVs, boats, trailers, commercial vehicles, or similar equipment, require prior written approval from management before parking or storage within the community.
​
Temporary parking exceptions (such as moving days, short-term repairs, or extended deliveries) must be requested and approved in advance. Approval is discretionary and may include time limits, location restrictions, or additional conditions.
​
Submission of a request does not guarantee approval, and approval of any special request does not create a permanent right. Management reserves the right to modify or revoke approval at any time.
​
Prohibited Heavy and Commercial Vehicles
​
The following vehicles are not permitted to park anywhere within the community, unless expressly authorized in writing by management:

Semi-trucks, tractors, or tractor-trailers
-
Commercial vehicles exceeding half-ton capacity
-
Vehicles that are primarily designed for freight, hauling, or commercial transport
-
No storage of vehicles are allowed
​
Approval, if granted, is temporary and may be revoked at any time. Unauthorized vehicles may be towed without notice at the owner’s expense.
​
​
Prohibited Motorized Devices
Mini-bikes, motorized scooters, go-karts, ATVs, dirt bikes, or any similar motorized recreational devices may not be operated anywhere within the community, including streets, yards, or common areas.
​
This restriction does not apply to mobility devices used as a medical accommodation.
Acknowledgment
​
By parking a vehicle within the community, residents and their guests acknowledge and agree to comply with all parking rules and policies, as amended from time to time.
​
Management reserves the right to modify, amend, or update parking rules and policies as necessary, with notice provided to residents.
Compliance with these rules is required to maintain parking privileges. Failure to comply may result in enforcement action, including fines, towing, or revocation of permits.
